For many years Mr. Haszard took an active part in the move- ments of the Militia of the Island; and in the year 1860 he received honorary promotion to the rank of Lieutenant Colonel. The even- ing of his life was prolonged. 8He passed away in August, 1875, at the age of seventy—eight years.
No. III—~Hon. Thomas Heath Haviland' Another name, not to be forgotten is that of the Honourable
, Thomas Heath Haviland, the elder. More than a hundred years
ago, Mr. Haviland came. to this Island and entered upon the duties of a public offiCe to which he had been appointed by the British Government. In the year 1825-the last of the administration of Lieutenant Governor Smith—he was promoted to membership in “Her Majesty’s Executive Council.” At the Council Board the soundness of his judgment, according to the record, his prudence, moderation and courtly manners gave him a paramount inflUence which was maintained for upwards of a quarter of a century. From the days when Sir John Ready was Lieutenant Governor until the stormy times iwhich preceded the introduction of Responsible Government, Mr. Haviland’s authority Was recognized through- out the colony. In 1824 he Was appointed to the position of As- sistant Judge of the Supreme Court. From 1830 to 1839 he held the office of Treasurer. Then he became Colonial Secretary. In 1859 the Executive Council and the Legislative Council were separated, and Mr. Haviland was made first President of the latter. On the introduction of Responsible government in 1851 he retired 1
from office. Shortly after he went to England with Several mem- bers of his family. But his attachment to this gem of the, North- .
. ern Sea caused him to return to it in the year 1856. After that he
was for ten successive years, from 1857 to 1867, Mayor of Char- lottetown, and for several years he held" the position of President
of the Bank of Prince Edward Island, then established in Peake’s Building on Lower Water Street. While he was Mayor, the late John Lawson, Q.C., was Recorder for; the city, and Mr. Peter Mac- Gowan was City Clerk. The City Councillors of that day in- cluded the late Theophilus DesBrisay—subsequently Mayor for several years—John Morris,‘ James Reddin, 'Richard Heartz,
