Unfortunately the resolutions passed by the Bishops attending the Lambeth Conference in 1868 did little to illuminate a clear path of action for the clergy and laity of Prince Edward Island to follow. Indeed, few of the resolutions dealt directly with the immediate concerns of the Islanders, with the exception of Resolution Five, which stipulated: That while each branch of the Anglican Church should have its own synod, unity of faith and discipline will be best maintained by the due subordination of the synods of the several branches to the higher authority of a synod over them.29 Once again, recommendations leaned towards the adoption of some form of a synod. In the meantime the political scene had changed somewhat. The four British Provinces (colonies) of Nova Scotia , New Brunswick , Quebec , and Ontario joined together in a Federation which produced the Dominion of Canada on July 1st, 1867. Prince Edward Island did not join confederation until 1871. The Easter meeting of St. Paul's Church found little consolation or guidance in the Resolutions passed by the Lambeth Conference. Those Resolutions did not deal with the specifics of the situation which existed concerning the special status originally conferred upon the Island, and in the end, the meeting passed the following Resolution : That this meeting deems it inexpedient to entertain the question of a synod at the present time.30 The matter was further complicated by local agitation caused by the disagreement over the erection of St. Peter 's Church and the intervention of Bishop Binney, which angered many of the longtime members of St. Paul's congregation. The whole synod question was left unsolved for the present. The interim solution which was the alteration of the Act of Incorporation of the Diocesan Synod of Nova Scotia in 1876 in order to admit representatives from P.E.I. , was viewed as satisfactory for the time being. In time, instead of stimulating the creation of a Diocesan Synod for P.E.I. , the force of the thrust toward that goal dissipated. 47. Pope, Percy, "The Church of England in Prince Edward Island ."
