Rev. William Frame , minister of East, 1862-1870 business of purchasing land in Summerside for the new church. Much of the lumber and the volunteer labour to build the new Summerside church came from Lot 16 . In the midst of all this activity, Rev. MacLeod accepted a call from Newport , Nova Scotia , leaving a ministry of six years in the and Summerside area. He sold his farm prop¬ erty and left in June of 1859; he died in 1912. The vacancy left by the departure of MacLeod was not filled for several years and, in the meantime, more change occurred. Presbytery made the decision to divide the Charge into East, con¬ sisting of Lot 16 and the new congregation of Summerside who saw their church completed in 1863, and West centred around Lot 14. In August 1862, Rev. William R . Frame was ordained and inducted as minister for East. West did not receive a minister until 1865. Rev. J.D. Murray was followed by Rev. Robert Cumming . During this time, churches were built in Tyne Valley and Freeland . Rev. Frame lived in Lot 16 , although he had pur¬ chased a building lot in Summerside once the new church was completed there. He served East for a period of eight years during which time the congregation at Summerside continued to grow. At the end of the eight years, Rev. Frame accepted a call to the Mount Stewart Charge. He left Lot 16 because the congrega¬ tion refused to build a manse and a portion of his salary was not paid. Rev. Frame was to combine a newspaper career with that of his ministry. He became the first editor of the Charlottetown Guardian newspaper. He died in 1888.53 The departure of Rev. Frame brought more changes to Lot 16 . The Summerside congregation believed they had grown enough to enable them to support a minister on their own and they approached Presbytery with the proposal to be disjoined from Lot 16 . Presbytery agreed Summerside should become its own distinct pastoral charge. It was separated from Lot 16 around 1870. The Island Legislature, on March 17, 1871 passed the act to incorporate the Summerside congregation.54 40 United Church and Its People
