Howatt was born and raised in Tryon , P.E.I. He farmed in that community and was considered a pros¬ perous and advanced farmer.7 In 1840, he married Jane Bell of Cape Traverse and, from the union, there were nine children. He moved to a farm in North St. Eleanor 's in Lot 17. By 1859, he was the elected House of Assembly representative for the fourth district of Prince . He served for eighteen continuous years, the last three as Speaker of the House.8 While not a frequent speaker in the house, he was considered eloquent in his presentation of subject matter.9 Howatt, like his contemporary Allan Fraser , was involved in the land question. Both men spoke before the 1860 Land Commission on September 12. In his speech, Howatt told of how, even though he was not himself a resi¬ dent, he encouraged the people of Lot 19 to hold a meeting to appoint delegates to lay their grievances before the Court of the Land Commission.10 Howatt continued telling how he found "the system objectionable in its best features."11 Howatt was indignant as he told of how one proprietor " Robert Stewart came among them (squatters) with a keg of rum and some of the people after indulging somewhat freely were induced to take leases"12 The land question festered until Confederation. Cornelius Howatt strongly opposed Confederation. He believed that union with the other British Colonies would result in the Island surrendering its rights and liberties. He stated that the Island would become insig¬ nificant in the scene and that anything the Island received would be obtained by begging.13 Howatt didn't believe in begging and was known for his independent and stubborn streak. He changed his party affiliation a number of times. He did not wish ". . . to be tied down to the prin¬ ciples of any political party".14 Howatt spoke vehemently 237 Politicians
