Composite High School, all the students of these twenty-two districts, for the first time, were able to pass through the same school system from elementary to the

completion of senior high school.

In the late 1960s the government of Prince Edward Island embarked upon a joint project with the Federal Government known as the PEI Economic and Social Devel- opment Plan. One phase of this plan focused on education, and called for a reorgani- zation of the system, with the aim of providing equal opportunities for all children in all parts of the province. The first step in this development was the establishment of five Planning Boards of 15 members each. After several meetings the Planning Board unanimously reached the decision to reorganize the school system of western Prince County into six elementary schools, two junior high schools and a senior high school, to include all former school districts from Arlington to North Cape.
